Passkeys Foundation is a 501(c)(3); 509(a)(1) publicly supported foundation created in 1979 by Russell Williams, Founder and President.

Following a twenty-three year career in church ministry, Russ began full-time work with the foundation in 1996 in Orange County, California, creating innovative programs, publications and presentations with the mission of inspiring character and ethical excellence in American society.  Passkeys Foundation primarily serves Orange County, CA children, youth, adults and the professional community.

From 1996 to 2008, Passkeys created, managed and funded community-based programs including Kids of Character for elementary schools; the Laws of Life essay contest for Jr. High and High Schools, the Ethics in America awards program involving Orange County Chambers of Commerce; Parenting Promises Workshop, and Orange County High School Performance Character Grant and The Bridge Builders Grandparenting Workshop.

From 2009 through 2014, the foundation focused its values work on the Orange County business and professional community with Ethical Edge programs purposed with the mission of inspiring leaders of integrity in the business and professional community. The entrepreneurial spirit of the Ethical Edge programs was showcased annually at the Leaders of Integrity Awards luncheon which, over a six year period, became a premier Orange County event.

Russ has written 700 plus newsletter and newspaper articles. The foundation has published three books including KIDS OF CHARACTER, THE PARENTING PROMISES and INTEGRITY ASSETS. Additionally, it has published two journals, including FINDING GOD’S PURPOSE IN OUR PROBLEMS and LEADERS OF INTEGRITY.

Historically, Passkeys Foundation has financially supported charitable Orange County non profits and programs focused on the themes of values, character and the underprivileged. Funded organizations and non-profits have included Orange County public schools, YMCA – Orange County, KidWorks, churches, Big Brothers, Big Sisters; Boys and Girls Clubs, Pure Game, Belltower Foundation, Mission Viejo Community of Character, The Freedom Committee of Orange County/ Living History Project and many others. In 2015, Passkeys Foundation continues its financial commitment to help in the funding of special programs through a newly emerging focus of collaborative engagement of Passkeys Foundation friends.
